How is this possible? My buyer asked ebay to step in within a few hours of return request.

A buyer's remorse return request got appoved in the morning of Aug 20. Buyer shipped the item in the afternoon same day, then he immediately asked ebay to step in with the reason "Buyer didn't receive a refund" and ebay converted it to a case which was put on hold until Aug 25. Today (Aug 24) I received the item but I can't refund the buyer because the case is on hold.
I am happy to refund the buyer but ebay doesn't give me the chance to do it. Will ebay side with the buyer and force a refund tomorrow? Will the FVF be credited back to me?
As far as I know, buyers must wait 3 business days after opening a return request before asking eBay to step in. But in this case my buyer did it just within a few hours. Did ebay change their policy?
