I've waited the allotted time and I do not see an option to ask ebay to step in. How and where do I ask ebay to step in?

Are you sure you waited long enough? It's to the exact second. Is it two or more days past ?

The allotted time is for the seller to resolve the request.

After that allotted time has passed away @mn1078 on the next day beginning at midnight Pacific time, you will see the button to step in and ask for help.
