eBay does offer a global shipping platform geared towards Indian sellers (https://www.ebayglobalshipping.com) but I doubt anyone here is familiar with it. You would need to contract them directly with your questions.
The eBay Global Shipping Program has been obsolete for several years.
The current program is eBay International Shipping (EIS) -- and, once the item which you have sold is confirmed as received by EIS, it becomes eBay's responsibility, as well as eBay's property, since the seller has been compensated by eBay for the item.
Therefore, eBay does not return items to the original seller.
