Ebay is not responding to Seller or Buyer
To Whom it may Concern:
I am contacting you regarding my recent attempt to return a ring purchased under Ebay Transaction ID: 25-12949-6172. The return was declined due to to the IGI (International Gemological Institute) report not being included. However, I NEVER received the IGI certification with the ring. I have since confirmed directly with the seller that the IGI report was included when they shipped the item s to EBay's authentication center.
This indicates that the paper work was either misplaced or not included in the final package sent to me by Ebay. As a result, I am now being prevented from returning the item.
I respectfully request that this be reviewed and that I be allowed to return the ring without penalty. This issue appears to have resulted from an error during Ebay's handling, not an action or inaction on my part.
Please let me know how to proceed. I appreciate your attention to this matter and look forward to your resolution.
The Seller is unable to get a response from Ebay as well.

So you and the seller are in agreement that the transaction has failed, for whatever reason?
Because you have been in a transaction, you can ask the seller for their contact information and give them yours.
Now work it out between the two of you.
The seller can refund you by Paypal or etransfer.
No need to get eBay involved.
The difficult questions here are money- how much should you be refunded- and value- how much value does the certificate of authenticity have.
But you and the seller are grownups.
Apparently eBay doesn't want to know.

·1 year ago'IGI report' I thought eBay sends it after grading it and sends it with item to buyer.
Seller as far as I know wouldn't have it before it is sold unless it is in a photo of the item for sale.

Contact eBay CS in social media if you use that - they have good teams there to address issues like this.
Only use the PM or DM private messaging - don't post your account info publicly.
Give them as much detail the first time so the don't have to ask.
Try Facebook or X accounts first, Instagram CS doesn't seem to respond as well.

You've reached a buyer/seller discussion forum, we have no ebay powers to resolve your issue.
Have you tried contacting ebay customer service through social media (ebay for business on facebook)?
They tend to be far more knowledgeable than the CS reps contacted through this site.
