I ordered a vintage camera from japan - I didnt know that I have to pay 27% tax so I left the item at FedEx.I told it the seller, he agreed this and sent me a message if he already got the item back I'll get my money (I offered to pay the shipping ofc).He barely answered me after that, and when he got the item back, refused to pay my money back (its almost 1300 usd). Any solution?

Don't talk to the seller again. The customs tax happened outside of your transaction, so don't bring any of that into the case for your refund. Depending on how you paid @davidkov_5 first file an Item Not Received dispute here with PayPal, providing the undelivered tracking number. Then wait...
