Deadline to open a item not received case?

For item not received, if the attempted delivery is before the estimate delivery, is deadline to open a case 30 days from attempted delivery or latest estimate delivery?

For example say there was an attempted delivery on March 5 (notice left, customs fees due, etc.), but the estimate delivery is March 10-15. When is the latest the buyer can open a dispute?

Assuming you're the buyer, Ii delivery isn't successful but there is an attempted delivery scan, the buyer will lose the INR case. If customs fees are due, the buyer is responsible and if they don't pay, the seller isn't obligated to issue a refund.

I'm pretty sure the EDD doesn't matter since a notice was left telling the buyer why they didn't deliver.
