Buyer initiated a INR request through Ebay, yet the parcel is sitting at local post office
I had a buyer initiate a INR case against me, (as a seller) on Ebay last week. Sorry for the secrecy, but this is still currently an active case with EBAY, so some parts of this case, I need to keep private. This (overseas) buyer claims they never received the item. This item was sent via trackable mail from (deleted) and clearly shows it was sent from (deleted) to (deleted) and arrived in (deleted), shortly before Christmas. The parcel then cleared customs at (deleted) airport and has been sitting at (deleted) post- customs, delivery Center within (deleted) township since the 23rd of December 2025. Then After the Christmas break, the parcel was further transferred to the actual township of the buyer. (Deleted) lives in a semi-rural location in (deleted). It has been sitting there with local postal contractors, since the (deleted date) 2026. I forwarded all of this information onto the buyer, who remains adamant that her parcel, simply got lost in transit and (deleted) wants a full refund. Quote unquote, " I am just going to wait until the case ends and then claim my refund money." Further to this, I went onto (deleted) website associated with (deleted) country and found out that until (deleted) individual pays a number of fees and charges (excise, import, VAT and local contractor delivery fees, relative to (deleted) country, (deleted's) parcel won't be delivered to (deleted) I have made EBay aware of this, and there response was, "none of this has any bearing on the fact, (deleted) has not received their parcel"..........(Which is technically correct.) They have NOT received their parcel, because they won't pay the fees, required by (deleted) that are needed to release this parcel into the (deleted) postal system so that deleted can get their parcel delivered to their home address!!! So what has Ebay gone and done? Put a (deleted) amount of money in my account on hold, (which for a tiny, independent seller, who is semi-retired) is difficult, added that amount to what i owe them (currently my fees, including the held amount is almost $100.00 and climbing, as I also have other fees and charges to pay for as well (postage labels and promotion fees for example) and on top of this, the automated messages from Ebay (the very passive/aggressive auto messages) are constantly reminding me to deal with this issue, and encouraging me to just issue a refund to (deleted) and be done with it. Even the Phone rep over the phone, (from some call center in Manilla) appeared quite aggressive and unhelpful, strongly siding with the buyer and not myself, despite my telling them, the buyer appears FULLY aware they will not get this parcel delivered to them, unless they pay these fees. BUT wait it GETS WORSE! I contacted (deleted) Post yesterday morning and they advised me, that what the buyer is doing is a VERY WELL-KNOWN SCAM within the country that (deleted) resides in. It's actually quite a simple scam. Refuse to pay the fees needed to release an EBAY parcel into the system for home delivery, and then raise a INR claim with Ebay (which technically is correct at the time, the claim is raised, as the buyer DOES NOT have the item they paid for. Wait till the claim ends, claim the refund for a not received item, and THEN go back to the post office and pay the fees. Whammo. You have your item AND a REFUND......I told this to Ebay, and they said, " it's irrelevant." We are only interested as to whether the BUYER has got their item or not......." GO FIGURE!!

-- Refuse to pay the [customs] fees
-- then raise a INR claim with Ebay
-- Wait till the [INR] claim ends,
-- [get] the refund for [item not received ],
-- and THEN go back [to pay customs] fees.
Whammo. You have your item AND a REFUND
We call that a customs hanger -- it's not covered for INR -- and the case will close without a refund to the buyer.
