Buyer beware?
I purchased Dewalt batteries from a seller that listed them as OEM. They looked like Dewalt batteries so I assumed I was getting an authentic product. Several weeks in they stopped charging. I had purchased the protection plan so I contacted them. They said Dewalt handled the repairs for the first year. I contacted Dewalt. They have no such item number in their catalog. I was sold a counterfeit product. I contacted the seller, informed him of the situation and asked for a refund. He wanted the batteries returned so I sent them back. He refunded only half of what I paid. He said items were missing and they were used. Now it's listed as refund closed. I've sent several messages to the seller asking for a full refund with no response. Tomorrow morning will be 3 business days. Is there anything I can do to get the rest of my money back? This is a breach of ebay policy and a full refund should have been issued.

This pretty much answers both questions. Ebay only gives you 30 day money back guarantee. If it went over that then technically the seller didn't have to issue you a refund at all. They should have specifically explained to you though you would get 50%. Try the chargeback. As far as Ebay your time has expired if it's over 30 days. If it's within 30 days you can appeal the 50% partial refund.

The return case has closed and refund has been issued so technically the seller doesn't have to respond to you at all and don't be surprised if they blocked you.

Well... it's water under the bridge, but I'd never buy those on eBay. Also, you might have used a TRS that offers (at least) 30-Day Returns... those sellers are allowed to deduct up to half if the item comes back different from what was shipped.
I'd have advised as @ebooksdiva did. But now the wrench in the gears is partial payment by gift card. You say that you were refunded half already... where was that reflected? Did the partial refund go to the gift card or your CC?
