As buyer, how to get partial refund after return progress started & initial partial refund declined?
Hi all,
I have a confusing and hard issue that I tried calling eBay support (hard with hearing impairment - unrelated) and would like someone to actually step in and set things out smoothly.
I recently purchased an trading card game (TCG) that was shipped internationally (Italy) and it was delivered damaged. I started a return process to negotiate a solution on what can be done. Before we had a chance to discuss fair market value, he randomly offered 30 euro and I declined immediately stating it does not cover the value loss of the additional damage on the card.
Then on the next day (6-8hr difference in timezone), before we negotiated on a new price, on ebay he sent a return label (not a return label slip, just an address to ship to via ebay return).
Then we agreed on a refund of 175 euro, but he claims that he can't do anything because I started a return request?
Is there no option for a second partial refund offer to accept/decline?
Here's the complete breakdown of the history:
Apr 13 - Item purchased
Apr 16 - Delivered
Apr 16 - Return started
Apr 20 - The seller offered partial refund of EUR 30.00
Apr 20 - You declined partial refund offer
Apr 21 - Seller sent a return shipping label
I paid $55+80 (tariff) = $135 just on shipping to get it delivered here from Italy. The tariff I paid is non-refundable I think.
If I have to ship it back, then I'll have to pay $55 or even more on shipping. So I'll be out with even more money not including import duty (unless seller pays that to confirm complete delivery return process).
What can I do or what can the seller do? It seems like there's a huge communication barrier.
I do not want to close my return request because if I do, I'll be out of hundreds of dollars for something that is damaged.
Or do I just wait another 2-3 days of no activity that'll allow ebay to step in? It has been over 3 days since the initial request started, or does each "step" resets the 3 days activity?

OP4 months agoHe opened a case, that closed the shipping return and case closed in my favor partially refunded the amount.

OP4 months agoDarn. Did not know that the offer was a one time thing.
I'll pack up the card and send it back to Italy, not worth trying to argue anymore.
Will pack it and secure it safely so it doesn't get damaged. On the bright side, the seller will be able to see how to safely ship TCG cards instead of tossing into a bubble mailer with no rigid protections or sleeves.

OP4 months agoI wanted to KEEP the TCG card, I do not want to return it. We discussed agreeing to do partial refund BEFORE he approved the return request.
Summary:
Case open
- Item delivered damaged
- Talked about damage, pictures and evidence, discussed partial refund
- Seller sent initial partial refund
- I declined it as we're still in the discussion
- We both agree to a fair partial refund amount
- He approved return request and sent return address.
- He claims he can't send partial refund since "I opened a return request".

·4 months agoHe’s correct that he cannot send a partial refund with the return case open. Only one partial refund offer can be made in the case, period.
But if you close the case, and he chooses to ignore you from that point on, you will have no recourse via eBay.
You can do it if you wish, but it’s a risk, and one I’m not sure I’d personally be comfortable taking.

If the seller is in Italy, they might not be able to provide a shipping label.
Find out how much it's going to cost to ship it back with complete tracking, then go to the return case and send the seller a message letting them know and provide your Pay Pal email so they can send you the funds to cover the shipping.
If they do nothing, wait until you can ask Ebay to step in.

·4 months agoSeller in Italy can easily sign up for a FedEx account, buy a label for shipping from the U.S. to Italy, and send to the buyer. Works with other services, too. With usps, he would need a U.S. credit card for the payment.

He can send a partial refund this way in the item sold.
I do this all the time for combined shipping.
And then you can close your case.

OP4 months agoI chose, "item received damaged" to start the return.
This return process is something I am not familiar with as I rarely had these issues happen. But in this case with the large shipping cost and tariffs, I wanted to request if we can negotiate a partial refund so we don't have to pay the shipping and import fee again.
To be honest, I should had talked with the seller FIRST before starting a return process then he could easily had inputted the correct partial refund amount.

·4 months agoYou should be fine if that’s the reason you used, just wait until the option to ask eBay to step in appears. It can be helpful to work out these details with the seller beforehand, but it’s also common for sellers to try and install buyers who want to do returns and end up, leaving them without the ability to return it at all, so that’s actually not something I would usually recommend doing unless you have a reason to trust that seller already.

·4 months agoHe is trying to get you to close the return request. DON'T DO IT.
Just wait for him to provide a return shipping label. If he does not, go back to the return request after day 3 and ask ebay to "step in".

·4 months agoIf the seller is in Italy and the OP is in the United States, the seller cannot provide a return shipping label.
He will have to find out what the return shipping will be and find a way to send that amount to this buyer if he wishes the item returned to him in Italy.
