USPS Rate Increase Implemented on July 10th but not effective until July 12th

Anyone else notice eBay is already charging increased shipping rates on ESE envelopes as of at least 9pm PT on July 10th. Their announcement says these aren't effective until the 12th but I had to buy a label last night and it's already been changed.
Not a big deal for me but when you multiple that by millions of labels that are being bought July 11th when the post office still has the old rates and is open normal business hours, seems like refunds should be issued to those impacted automatically.
