Unable to subscribe to business package because it won't let me add a payment method w/$0 due

tldr; i can't subscribe because i don't have a payment method. I can't add a payment method because i don't have a balance due because i haven't subscribed. Infinite loop.

On https://www.ebay.com/sub/subscriptions where i want to subscribe there is an error message at the top:

You do not have a valid payment method on file. Please add a valid payment method before choosing your subscription. Add Payment Method

When i follow the link to add payment method it says:

Your current due amount balance: $0.00

When i hover over the link to pay it blanks the link out because balance due is $0.

So, i can't add a payment method. and because i can't i can't subscribe.
