Unable to Edit Marketing Communications Preferences

It appears that my seller account is being blocked from allowing me to adjust / edit Marketing Communications preferences.
Edit hyperlink for Marketing Communications at the bottom of ://ebay.com is completely unresponsive to mouse clicks on my desktop browser. The "EDIT" link is there... but it does nothing when I try to click on it. (for the record, I will never try to use a mobile phone to do my work on eBay)
My ultimate goal is to eliminate eBay to send some of their marketing communications such as holiday "Coupon Sales." It's an extremely ineffective program and I don't want to participate. In fact, I mistakenly opted into the current LABOR DAY 20% Coupon sale... Now, I can't get anyone to help me OPT out of that program. Neither customer service nor the "Relevant Team" transfers have produced any positive results.

Try another browser to rule out a browser issue. Or a private or incognito browser window. Or try temporarily disabling add-ons to rule out a conflict.
Using the latest version of Firefox on a Windows 10 machine, I find the edit links and checkboxes on the Communication Preferences page responsive.
