There is an active offer for this buyer or limit of offers has been reached

I am continuing to get and error message stating "There is an active offer for this buyer or limit of offers has been reached" when I try to send or respond to offers from buyers. I see thus was an issue raised in 2021 but cannot find a resolution. This glitch is preventing me from making sales.
