All couriers (USPS, FedEx, UPS) ship from the U.S. into Guam using domestic rates yet for whatever reason eBay do not show Guam residents shipping options and I am not sure if they are even allowed to place orders because of which. Reporting this as a bug because it makes no sense why shipping is restricted to a part of the United States. It is no different than shipping "domestically" to Puerto Rico which is not restricted so what gives?

It could be related to how the buyer has their address set up. You specified domestic shipping options, therefore if the buyer enters their address with GU as the "state" and United States as the country, they should have no problem accessing your shipping rates. But when the buyer enters Guam in the country field instead of United States, they may not see a specified ship cost unless you set it up in your shipping settings.
