There are many posts about this when you search on Google -- Why can ebay not fix this? This is very frustrating.

Make sure that you have not inadvertently disabled JavaScript in your browser:

If the problem occurs when using a particular link, feature or page it might be the result of an unintended redirection loop which would cause the same pages to be repeatedly loaded in quick succession over and over, triggering an "anti-bot" defense mechanism. If you can find an alternative page or link to use instead, you may be able to avoid the issue. It might also be worth trying a different browser or a different browser mode (mobile or desktop) or even trying to use the eBay app.
