"Send Offers" Banner on Send Offers - eligible tab counts 0 Qty Listings | Report eBay Technical Issues

If you look at the (2) sections circled in blue, the numbers are incongruent. The "Send Offers" Tab suggests 14 listings eligible. The (newer?) "Send Offers" banner that I've seen recently now suggests I have 21 listings eligible to Send Offers on. I initially thought it was a discrepancy of Listings vs Available Quantity. When I click on the "Send Offers" button on the banner, circled in red, the pop up window provides me a list of listings to send offers on that include ZERO QUANTITY listings. (Clearly not actually eligible for offers, unless I edit those listings to be a Non-Zero Qty)
