Return shipping label - buyer didn’t receive
I had a buyer request a return. I accepted it and bought a return label but buyer did not receive it. He did not return the item and was issued a refund in full. I’m out the item, the money, the shipping label and return label cost. This problem needs to be fixed. I searched and it says that if I issue a refund before receiving the item eBay closes the case.

The fix is to not refund until the item is returned.

Did you issue the refund or did Ebay force the refund? If it is as others have said that you issued the refund to the buyer before you received the item back, that isn't an Ebay issue, that is an issue with how you processed the claim. Ebay does NOT force sellers to refund on a claim if the buyer never shipped the item back.
As for the return label, that would have been automatically issued by Ebay on your behalf once you accepted the Return request. The buyer finds the label inside the claim if they want it or from the email they get notifying them that you accepted the claim and issued a return shipping label.
If the buyer never used the shipping label, you were NOT charged for it. You only get charged if it gets used.
