Promoted Listings fee is charged and applied as negative balance before my order payout clears, instead of being deducted directly from the sale proceeds. This creates a negative balance trigger despite no actual seller fault.
Issue 2 — Tracking upload window vs. bulk orders:
My handling time policy is set to 4 business days. On bulk orders (3+ units), sourcing/packing occasionally takes slightly longer, pushing tracking upload past the window. Current tracking-on-time rate: 89.29%, just under the 90% threshold.
Issue 3 — Disputes on delayed bulk orders:
When tracking is delayed on higher-value bulk orders, buyers open INR cases faster than on single-unit orders, adding to case metrics.
Impact: These combined issues have triggered account restrictions 4-5 times in the last 2-3 months, each costing 5-10 days to resolve, directly affecting sales and growth.

If you list more inventory than you have on hand, you are earning your defects.
Ebay decides what debits it will apply to your available balance, rather than applying them to your order proceeds. That often affects a seller's cash flow.
Ebay does not provide exceptions to its policies and procedures based on a seller's business wants or need.

Do not list higher quantities than you have on hand and can ship within your handling time.
