Prohibited digital items being reposted instantly

I am reporting a serious flaw in how policy violations are handled. I have noticed a recurring pattern where prohibited listings for digital software are removed, only to be reposted minutes later by the same seller.

The items in question are listed as "Physical Shipping" but explicitly state "Email Delivery" in the title, which is a direct violation of the Digitally Delivered Goods policy.

Examples of this loophole:

Removed Item: 287119044223
New Active Item: 287119044229

Why is the system or manual review process allowing these identical reposts immediately after a removal? This loophole is being exploited to sell unauthorized licenses at prices that suggest high risk.

I request the Community Managers to escalate this technical/policy loophole to the Global Integrity Team for investigation.

I found the listing and reported it and Ebays AI doesn't see a problem with it.

They need to leave reports to CS, not a machine.

When a listing says Email Delivery but uses a Physical Shipping category, and the AI fails to see a problem, the system is clearly broken. This is a manual bypass of the Digitally Delivered Goods policy.

This is exactly why I am posting here. We need a human Manual Review from the Trust and Safety team. Automated filters are being manipulated by sellers to flood the site with unauthorized goods.

I hope a Community Manager escalates this because relying on AI alone is allowing fraud to bypass eBay rules.

Actually, it is still very much LIVE.
You might be looking at a cached page or a different regional site, but Item 287119044229 is active and currently accepting payments for unauthorized digital keys.
This is exactly the problem: the disappearing act and instant reappearance is a known tactic to confuse the system and reporting users. The fact that it persists despite being a clear violation of the Digitally Delivered Goods Policy is why I am raising this issue here.
Check againâ€”it's still there.

When a seller systematically bypasses eBayâ€™s automated filters by reposting prohibited items Item 287119044229 replacing 287119044223) within minutes, itâ€™s a technical loophole that affects every honest seller and buyer.
If eBayâ€™s Trust & Safety" or Global Integrity teams aren't monitoring these forums for recurring exploits, then thatâ€™s an even bigger issue. Ignoring organized policy circumvention isn't "enjoying the sunshine"â€”it's allowing the marketplace to decline.
Thanks for the advice, but Iâ€™d rather see the rules enforced.
