Markdown sale applied to listings outside the group I selected, caused 6 cancellations in one day

I am reporting a promotions issue from June 27, 2026, and asking whether the resulting defects can be reviewed.
What happened: I set up a markdown sale for a specific group of listings. The discount applied to listings outside the group I selected. Those items sold within hours at prices far below anything I would have set, and I could not fulfill them at those prices, so I cancelled them the same day.
Two things here are checkable in eBay's own records. The Invicta Objet d'Art 69128 sold for $32.59 against a purchase cost of $40.00, which is a loss on the item before any fees. The Invicta Speedway 48328 sold for $26.56 against a $24.00 cost. No seller sets prices below what they paid for the stock. These prices were not chosen by me.
Affected orders, all June 27, 2026: 12-14820-97550, 15-14815-76491, 17-14814-04131, 24-14817-07003, 25-14799-31598, plus a second sale of item 358616377083.
Why I am posting here rather than only in Seller Help: my account went Below Standard on July 20 on a single metric, transaction defect rate at 2.16% against the 2.00% threshold, 15 defects across 696 transactions. Cases closed without seller resolution is 0.00% and my return rate is 3.97%. Every other month on this account shows roughly one cancellation. Six in a single day, all traceable to one mis-applied promotion, is a single event rather than seller behavior.
I filed removal requests on August 8, but they went in under the reason code "Other" with a general explanation that did not describe these orders at all. The decision on each reads "we can't find any evidence that the buyer requested a refund", which is a correct answer to the request as filed and not an answer to what actually happened. One SR number is 1-507655482975.
I also called and spoke with a supervisor, who explained that eBay does not remove defects for cancellations where the seller was out of stock. I understand that and I am not disputing it, it is the correct general rule. What I am raising is the exception listed on my own decision letter, "the problem was caused by an eBay site issue." That has never been assessed, because the request as filed never claimed it.
Could someone look at whether the promotion behaved correctly on June 27, and whether these six can be reviewed against the site issue criterion? Removing two of the fifteen puts me back under the threshold. I am happy to provide the promotion setup or the purchase invoices showing my cost on those watches.
