Listing with eBay International Shipping is sporadic for two years now | Report eBay Technical Issues

I've called 8 times over the past two years. I have one shipping policy and it has always included eBay International shipping. Sporadically it doesn't work. All of my items are the same size and only vary by a pound in weight. The errant listing will only show the item available for shipping to the US. As of this moment, I have 7 items that work and 1 that doesn't. I can't list new items with international shipping. I've tried numerous methods to remedy the situation, some suggested by tech help, some just things I come up with. None have worked. Sometimes it takes weeks for the problem to go away. It would be nice to get back 1/3 of my sales going into the holiday season. Any suggestions would be helpful, but I have spent literally over 100 hours on the phone and off trying to remedy this.
