Issues Accepting Or Counter Offering

I Sell mostly firearms parts and accessories, today I have experienced a few issues trying to accept or counter offer buyers where i get this error message
"This item isn’t available in your location as it may be regulated by Part 121 of the International Traffic in Arms Regulations (ITAR). Only U.S. citizens or permanent residents of the U.S. can buy this item. See our Military items policy for more information.{e297192-1263028x}"
The buyers are all US residents with one being the same state as me so the ITAR issue shouldnt apply at all really, additionally when I try to counter offer it acts as if I am trying to purchase the item but it is ITAR restricted for me.

·1 week agoI had the same issue yesterday trying to buy sights. Chatted with ebay and they said it is a known issue that is being worked on. I ended up purchasing elsewhere.

·1 week agoHappening for me as well, but as a buyer. I am wanting to order a magazine but it pulls up the same error. It is a state compliant mag anyway and I have purchased before so there should be no problem.
Not using a VPN or starlink. Tried on the app and a computer, no luck

Are you or your buyers using a VPN, hotspot or Starlink network? Any of those can potentially cause problems if eBay is trying to determine the user locations. If so, suggest your buyers try another network connection if possible if the problem is not on your end.
Otherwise, suggest trying to complete the purchase as a guest without using the offer process. Perhaps create a new listing for the buyer with the buy-it-now price equivalent to the offer or counter-offer amount.

OP1 week agoNot sure on the VPN/Hotspot issue but it seems weird that i get the error message as well just trying to counter offer. I could change the item category probably

Are you getting an error message when countering a buyer's offer? I would think that eBay would not allow the buyer to make an offer at all if eBay thought the buyer's location was disqualifying.
Then again, eBay has been known to throw a misleading error message from time to time.
