EIS not offering shipping to UK
I had a customer contact me who wants to purchase from me, but EIS is not providing an option to the United Kingdom. And they are a previous customer of mine. Who previously purchased product through the same listing. Using EIS.
The business policy used by the listing was modified in the past to define shipping to only the US and Canada. Other countries, those not specified, were supposed to be shipped via EIS, but while most display, none of them now work (it says to contact me). And in the case of United Kingdom it doesn't show at all.
In an attempt to get EIS working, I changed the business policy so that it says I only ship to the US, no international, so EIS would kick in. It may have. I'm not sure. However, the United Kingdom is still completely missing.
And, also, the link that Ebay sometimes shows to the customer to "Contact the seller" for shipping costs does not work either. It goes to an error page. "Oops! Something went wrong. Please try again later."
In any case, this is what my listing currently shows for shipping information:

I understand legal stuff is always going to be a complex web of different reasons and goals but I just want to get some collectible figures that don't seem to be availible anywhere other than the US. Harmless stuff, and the people making these rules probably don't partake in any of this stuff themselves. I just want to be left alone to my hobby

·2 years agoI sell car parts on eBay. Any of my listings will randomly allow a mixed collection of international destinations for my items. Some allow the UK, others do not. Some permit France, Germany, Italy, Australia... some do not. Some only display the USA as a destination. It's completely random which of my listings allow foreign shipping destinations! Bugged, glitched, broken eBay's international shipping service that randomly applies what countries my items can be shipped to!

·2 years agoI've lost a couple sales due to this, as probably 60% of my listings are toys. I haven't read the actual law, but does it apply to vintage items made back when UKCA and CE weren't a thing?

·2 years agoThis is so horrible. Have a buyer in the UK for a rare and expensive Hot Wheels car, and he is being blocked by EIS and cannot make the purchase. This is an adult collectible, NOT a “toyâ€.
Through the years a good percentage of my business has been to the UK. eBay needs to fix this!

·2 years agoI have bought and sold high end collectors dolls on ebay for years quite happily and plenty of customers and sellers I liked to buy from in the US, but not anymore. The UK is now totally banned from buying anything from US sellers that Ebay stupidly considers a toy. I'm sure there used to be a subsection for Adult Collectors items in the Dolls & Bears category but it seems to have gone and now everything has to be listed as a children's toy. Ebay have created this stupid situation by (A) not offering a listing category for collectors item toys and 9B) by wilfully misunderstanding the UK's import laws.

While eBay will tell you that all shipping services are impacted by this, that is not true. I switched all of my shipping labels over to the "Pirate" using their simple export rate shipping because I have many customers from the UK and not 1 package has been returned by customs. This is strictly an EIS manufactured problem.
The only disadvantage is that by shipping directly I am not covered by the EIS guarantee of once it arrives at the hub the seller is out of the loop if anything goes bad.
I also have to pay the International fee if 1.65% but it is better doing that then having no sales at all to the UK. Also, my packages arrive quicker than if I used EIS on average and for less cost.

·2 years agoSo that's it? 4 months later and still nobody has any answers and eBay still hasn't corrected this? We're all losing money, which means eBay is losing money too, so I'm not sure why this continues to be an issue.

·2 years agomy guess is that eBay attorneys have sent out inquiries to the authorities in the UK for clarification and guidance on how to comply with the new import laws. as with any bureaucracies, it may take a while to get a response or perhaps never. i don't have any inside knowledge, but imagine something like that is at play. i do wish there was just more transparency on what is actually going on. i can't imagine being transparent about such issues would cause harm.
in the meantime, has anyone found a US based freight forwarding company that has figured this out and allowing qualified shipments to the UK? if I can't ship via EIS, at least I could direct my customers to use a freight forwarding company that is able to ship to the UK.

·2 years agoI just saw that someone from the UK tried bidding (which we allow) several times on an item we would have loved to sell to them but their bids were not permitted. I've called ebay about this issue twice (good luck to me!) and each time am given some runaround about the bidder having to be on a UK ebay site and not US in order to bid. Can anyone figure this out ??? I know I can't. And it continues, and we potentially lose money ~ and more importantly, a possibly great customer ~ each time.

·2 years agoLooks like nobody's found a solution yet. The only thing I have to add is that not only can buyers in the UK not purchase certain (all?) products on the US ebay.com website using EIS, the automatic cross-posting to the UK website ebay.co.uk doesn't happen either. I did notice that France and Germany are on the list for EIS and the item does cross-post to ebay.fr and ebay.de. So it seems specific to the UK. I sell auto parts, by the way.

·2 years agoNice to see this topic to know I'm not alone. I once had a thriving business selling vintage toy cars on ebay.com, with a lot of customers in the UK. In around July/August 2023 I listed a huge collection, over 600 low-start auctions. The only problem, none of my regular UK customers could find the listings so I had no option but to remove all my auctions, as it would have dramatically affected my sale prices.
I ship items myself, not using EIS, and obviously have the UK available. So the issue was a 'visibility' issue. The items were being blocked from appearing to UK buyers.
Interestingly, they used to charge $0.10 for items to be visible on ebay.co.uk - now even when you select that option, you are not charged. I think they have removed this charge given that we aren't always getting the service that we paid for.
I now don't want to list any items when buyers in certain countries can't find my items. The whole point of selling second hand / vintage / collectible items on ebay is that you can reach a worldwide audience. These weird and illogical rules have brought my once thriving business to its knees. The most frustrating thing is there doesn't seem to be any answers from ebay. Has anyone found any further information on this?

·2 years agoThought I'd add my experience...
when ebay updated the global shipping for Israel I was active with a British customer in messenger and watched as the shopping servers repropagated. All of my listings disappeared then reappeared during this update. My customer notified me that shipping was no longer available and the ebay.uk requested to contact the seller. I checked other ebay listings and international locations and found only UK seemed to be affected. Contacted ebay twice later that morning and week and found a workaround for my customer. Oddly, switching categories to a collectable category allowed my customer to order. This oddity doesn't work for my US customer searches so I have to be contacted about my listings in order to facilitate a sale.
I relayed this information during my second call and suggested that the associated eis module update was the source of the issue. My UK sales have dropped to zero and my only option is to rotate certain products thru the loophole category.

·2 years agoA UK rep was asked by a buyer why it seems they can no longer buy the things they used to from America. Their question was........
"Is eBay aware (I assume so) of the issue for buyers in the UK where US-based sellers who ship to the UK (often using eBay International Shipping) are now widely affected by a glitch that prevents any shipping to the UK? I first saw it about 2 months ago, on occasional new listings that corrected themselves shortly after going live, but now it permanently affects nearly all new listings, plus any that were previously OK once they renew for a further term or have any editing applied to them.
It seems to be category-specific – the categories Dolls & Bears and Toys & Hobbies are seriously affected, but maybe other areas are too.
When it happens, all shipping to UK prices disappear and on contacting the sellers, they cannot correct it as the UK now doesn’t appear in their list of countries to ship to, but also isn’t in the excluded countries (or anywhere else) either. Many aren’t even aware of the issue until then, as they hadn’t caused it (even experienced power sellers). When sellers are unaware, UK buyers can’t bid, buy or make offers. A couple of sellers said they’ve been told by eBay to add UK buyers to an exemption list – this seems to work, but on the first try for one I’ve bought from, it removed eBay International Shipping, which wasn’t ideal for either of us.
Is there any news on fixing this?"
The reps answers were.......not any help at all.
"What is the issue you are referring to exactly? As in the seller in the US is unable to ship to the UK using GSP? If so, could you please confirm an item number, so we can review that for you?
Thanks for flagging that with us, we are happy to send this for review, so if you confirm an item number, we will look into it.
I will send that for review now, and I will post back here with an update once I get one.
The reason why you might not be able to see this item or to purchase is because there is no shipping method to the UK, as in the UK is not listed as one of the countries they ship to."

·2 years agoI have the same situation with the United Kingdom (UK) not showing on the listing's Shipping, returns, and payments tab. However, this only applies to some sub-categories using a shipping policy with eBay International Shipping (EIS).
Using this cash drawer key as an example, I found a workaround was to change the item to an entirely different, but similar-enough, category. The policy and other details remain the same, so it seems the missing UK is related to undocumented sub-categories excluding UK on listings.
In this test / example, changing the listing from Business & Industrial > Retail & Services > Point of Sale & Money Handling > Other Point of Sale & Money Handling ----- to ----- Collectibles & Art > Collectibles > Tools, Hardware & Locks > Locks, Keys immediately showed UK on the listing.
Other notes:
Business & Industrial > Retail & Services > Point of Sale & Money Handling > Other Point of Sale & Money Handling >>> Business & Industrial > Retail & Services > Point of Sale & Money Handling > Cash Drawers & Boxes

·2 years agoAs outlined in Nov 2023, some categories are blocked from shipping to the UK. I posted the problem, and a workaround, which involves using another category, but this is still a problem because sellers have no list or notice of which categories are blocked.
I had a buyer try to buy from my listing under the category Business & Industrial > Retail & Services > Point of Sale & Money Handling > Other Point of Sale & Money Handling
and they are told we do not ship to the UK, even though the shipping template allows it.
When I change the category to the less appropriate Collectibles & Art > Collectibles > Tools, Hardware & Locks > Locks, Keys the listing immediately shows UK as an option under "See Details" next to the shipping options on the listing.
Obviously, there are restricted categories, but they are not disclosed. It's not like everyone who commented on this post is in an obviously export restricted category. I'm selling brass keys under the most appropriate category and it happens to be blocked.
We at least need some guidance from eBay on what categories are restricted, so they can be avoided when no actual export restriction applies.

·2 years agoelizabeth@ebay
Is there any way you can get a list of what categories are blocked into the UK in the Toy & Hobbies category or is it the whole category that is prohibited.
Now we have buyers complaining about not being able to purchase items due to this nonsense.
eBay need to explain exactly what the problem is so buyers and sellers can adjust.
How are sellers of items in the Toys & Hobbies category supposed to know if their listing need the CE or UKCA marking especially items made before these marking even came into existence.
A lot of these older toys don't even have UPC codes much less CE or UKCA markings.
eBay really needs to step up and answer these questions rather than the standard we will check with the appropriate team.
It seems the appropriate team never replies or if they do it is just a generic statement with no facts to it.
Buyers and sellers need concrete answers not lip service.

The only way you'll be able to pay is if the seller sends you an invoice with a direct shipping method, like USPS First Class Package International.
If the seller does not want to ship direct then they can cancel the order.
If you get non-payment strikes you can appeal them with customer service since the seller is not specifying shipping for you to pay. https://www.ebay.com/help/contact_us?id=4002&st=10

I will see what the seller wishes to do. I know that the purchase that expired a couple of days ago. That seller would only sell via the eBay international shipping service due to the buyer / seller assurances and no loss protections.
Plus being vintage heavy model toy trains the EIS quoted shipping price was attractively low for shipping to the UK.

·2 years agoI am experiencing the same. I had a buyer from the UK wanting to buy some used Rambo action figures. He wanted several and I put together a lot and listed for him. UK shipping did not show up as an option on the new listing.
The figures already had individual listings that I created a couple of months ago, and all the single listings did have UK as an available destination.
I tried doing a sell similar on a single listing, and the new listing created did not have UK.
These were all in Toys>Action Figures.
So it seems like old listings that you relist automatically, still have the UK option for the time being. But new listings or sell similar listings (technically also new) have UK blocked.
I tried updating to some categories in collectibles, which also had a block on the UK. I finally changed to a different category that was still relevant, and there was no block on the UK. So seller can buy the items and I can ship at least.
@elizabeth@ebay Hasn't E-Bay really jumped the gun on enforcing this regulation? The new rule doesn't apply for the entirety of 2024 and the remainder of 2023! As people in the UK learn about the effects of this regulation on E-Bay shopping, they will flock here wanting to purchase items they may be able to in 14 more months. Please push to get this corrected at E-Bay immediately! We are all missing an opportunity as it stands now.

If I believe my products are compliant and can be sold in the UK, how do I modify my listing to tell the system this? They can't possibly be examining the product photos looking for the mark. There doesn't seem to be a field to mark that the product is compliant.
Is eBay just going to block everything in the relevant categories, or is there some way to comply?
stephenmorgan
·2 years agoTo be honest I think there are a few shipping issues going on and I am not sure it has anything to do with these new marking requirements plus the requirements were extended to a 2024 start date.
I can offer shipping to the European Union (EU) using eBay International Shipping for Buy it Now listings. I can not however offer eBay International Shipping to the EU for Auctions.
I just sold two Auctioned items this weekend going to the UK. I was able sell with a auction the to the UK by offering USPS First Class Mail International / First Class Package International Service. I did an Invoice to combine the shipping. On the Invoice I offered USPS and Economy International Shipping. The buyer paid and selected Economy International Shipping. The Economy International Shipping defaulted to eBay International Delivery (EID). Supposedly EID ended a while ago but it is still available. I did not know this and had planned on using a different service.
Before I sent the Invoice I tried to create a Buy it Now listing so I could combine the shipping and use eBay International Shipping but now this option is not available to me for a new Buy it Now listings.
I guess some issues are why some shipping services will ship to the EU or the United Kingdom and others will not. Why is eBay International Shipping available on my Buy it Now listings but not available on my Auctions. Why has it changed that making a new listing eBay International Shipping is not available? Seems like features keep getting turned on and off.

·2 years agoI had an email conversation with eBay Shipping a coupe of years ago (7/14/2021) about the CE symbols and requirements to follow the new regulations with toys.
The best I understood is that if the Package has the CE Symbol then it requires the new information. If the item is out of the package but would of had the CE Symbol when it was packaged then I am not sure.
I have many old toys tat do have the CE Symbol and there is no way I could comply with the new regulations so I guess when the policy actually takes effect I will not be able to sell many items to the EU. As I recalled reading the regulations, the new information was required even if it was only one item and there was no mention of an individual selling personal stuff being excluded.
Germany had a new rule about packing materials a while ago and it seemed to apply to everyone also. I understand that if eBay allows you to use their International Shipping that they will fulfill the requirements under their license.
I do not think eBay could possibly fulfill the requirements of the new EU package documentation.
Assistance with Global Shipping Program and International Shipping. SR# 1-349457188754
Hello Stephen,
This is XXXXXXXXXXXXXX, I am another specialist with eBay's Global Shipping Program (GSP). Thank you for your resonse, and providing this clarification on your exact question.
I have researched your concerns regarding this updated legislation in the EU, and I am happy to provide clarification from the information we have available.
With Global Shipping Program specifically, you are responsible to ship to our shipping hub. After this, our shipping partners process the international portion of the shipment and forward to the buyer. You are covered for Item Not Received claims so long as we have proof of the delivery to the hub in Kentucky.
I apologize for the misunderstanding, and confusion on the email address you were provided with as well. The only way to contact our support team is through your Help & Contact pages, or by responding to an existing email thread with our team.
I appreciate your patience and trust I have answered your questions fully. I wish you the very best with your future sales.
Thank you,
xxxxxxxxxx

·2 years agoAuto parts can't go there (UK- special licensing/markings) or most anything to Germany unless you license with the 'sanitation dept' there for 'recycled product wrapping' (paraphrasing).

·2 years agoeBay actually has some documentation regarding the new UK regulations here:
https://export.ebay.com/en/fees-and-payments/regulations/markings-in-uk/
But it explicitly states that listings will be removed starting in January 2025. From the document:
"The deadline for when businesses need to use the UKCA mark has been extended. You can both continue to use the CE marking and reversed epsilon marking on the GB market until 31 December 2024, or begin using the UKCA marking now. As of January 1, 2025, any non-compliant listings may be removed If you haven’t made the necessary updates."

·2 years agoIt is definitely just an EIS issue as USPS 1st Class International package and USPS Priority show up for the UK? I see sellers with items that have EIS with the exact same category as I am trying to use and it shows EIS shipping to the UK yet I can't get it to come up in my listings. I have no exclusions set and UK is the only country that doesn't appear with EIS, yet this item number from another seller 364505619178 shows EIS shipping to the UK in this category:
Toys & hobbies> Diecast toy vehicles> Cars, Trucks & vans> Contemporary Manufacture
It sis definitely frustrating to say the least.

·2 years agoI know some MP's are pushing to make eBay UK (and any online site) responsible for any dangerous items on their site or face heavy fines.
I've taken the main aim of this being Chinese electrical goods with fake safety marks on them.
But nothing has happened yet so are eBay jumping the gun? Are eBay expecting these regulations are going to happen soon?
Frankly it just sounds like another eBay bug.

·2 years ago@elizabeth@ebay Could a more clear explanation be made on this:
certain categories that had to be blocked when shipping to the UK as a part of a new law for the UK that items have to have special product safety markings
So sellers might know how to answer buyer questions on it?

·2 years ago@dhbookds I assume it's about the UKCA marking which is specific to Great Britain and the CE marking for the greater EU.

yep, clear as mud..........looks like (and I could very well be wrong)........they are looking for some kind of # from the MFG, but couldn't see anything about previously manufactured items or preowned........ I did check a used barbie doll listing and looks like the UK shipping (EIS) has been deleted from the dropdown, but not shown in the excluded list of countries. Ireland is in the dropdown list.

I thought the EIS people were on top of stuff like this.........but apparently not..........or they knew it was coming and just didn't think it was necessary to let sellers know about it........ discouraging.

·2 years agoI'm thinking in reading through this that the UKCA code applies to manufacturers??? Not sure this applies to selling vintage or antique goods???
