Can't delete or update my shipping policy due to a ghost policy that will not delete

I stupidly added priority mail option to my shipping policy - now I do not want it there - nobody in their right mind would choose it. I cannot update my own policy now because of a ghost policy copy that will not delete in spite of being assigned to 0 listings. This is on my last nerve. Says policy already exists - can't update active policy in use becuse of ghost policy

Can't reassign ghost listings that don't exist
