Buyers Blocked from Purchasing, even with all restrictions turned off
Summary: littlepoii is experiencing issues with eBay's seller preferences, where buyers are incorrectly blocked from making multiple purchases even though all buyer restriction settings are turned off. They have sought help from eBay support and tried adding buyers to an exemption list, but the problem persists. a_c_green suggested checking for typing errors when adding IDs to the exemption list, while mam98031 recommended ensuring that commas are used correctly when listing IDs. mam98031 also referenced a separate discussion on the same issue, highlighting the rarity of using such settings. Despite these efforts, the problem remains unresolved, with eBay support attributing it to a buyer-side issue.
So in the seller preferences, I understand you can block buyers who have recently purchase from you, from purchasing again within the next 10 days. This has become a huge problem for me as a seller because I have had some sellers accidentally purchase an incorrect quantity and when I refund that purchase, they are then given an error message that they cannot purchase from me again for at least 10 days. Recently, I had a buyer purchase and item and then they say another item they wanted and attempted to purchase, and was given the same message. The issue is I have already chatted and talked with eBay support and have unchecked this setting. Additionally, I have had to add buyer to my exempt buyer list to allow them to purchase, and even that doesn’t work. I don’t know how to fix this issue because eBay support is unable to either. I do not have any buyer restrictions checked or turned on at all. Any ideas on how to resolve this?

·Sep 15, 2026 at 6:32 PM@littlepoii You have another thread started on this SAME subject.

This is what I said on your other thread.
Wow, I've been selling a long time and you are the first seller I've every chatted with that actually uses that setting. @littlepoii So WHY do you use that setting at all? I'm curious. What does that setting mean to you, except for less sales and clearly some additional unnecessary issues?

OPSep 15, 2026 at 10:16 PMThat’s exactly the issue. I am not using that setting. I have no restrictions checked off whatsoever, yet it is still restricting buyers. When I tell this to eBay support, they then tell me it is something on the buyers end after confirming I have zero restrictions set up. It is baffling to me that they can’t figure out how to fix it and it’s not something I ever set up. In fact, even some buyers who have NEVER bought an item from me are getting that error message that they can’t purchase from me.

·Sep 15, 2026 at 3:19 PMYou seem to have covered all the bases already, especially adding the buyer to your exemption list (which should have worked). Is it possible that you mistyped the buyer's ID, such as using a zero instead of a capital O, something like that?
Copying-and-pasting is the foolproof way to copy an ID: double-click on it to highlight the whole ID, press Ctrl+C to copy it, click into the Exemption list and press Ctrl+V to drop in the ID.
Beyond that, I can't think of anything else to try...

OPSep 15, 2026 at 4:09 PMThank you! Sadly, even eBay support cannot give me a clear answer and keep telling me its an issue on the buyers end, but I seriously doubt that since they were able to successfully purchase from me 2 days ago. It’s a really frustrating issue preventing sales.

·Sep 15, 2026 at 6:33 PMA little thing that may help. When adding a member to your BBL or your exempt list, the user IDs are separated by a comma. So make sure that comma is there if you have other IDs in there. If this is your one and only buyer you have added, then it should work.

OPSep 15, 2026 at 10:17 PMI removed everyone but this recent buyer and still no luck unfortunately.
