Sometimes it could be their using a VPN. This happens to me when I try to purchase items on my phone. I pause it while checking out. Also, is your buyer located in a country to where you ship? Make sure your buyers is not on your blocked buyer's list and look at your buyer management settings. If they have too many unpaid transactions and you have selected this in your buyer management setting, it could block them from purchasing.

Is there an entry in your Buyer Requirements Activity List corresponding to a failed purchase attempt?
