You should delete that upload screenshot since it has the buyers full address in it... Also, ESE is only available for domestic US addresses. That looks very international so it wouldn't be eligible for ESE. The International Standard Delivery, it looks like their address isn't entered correctly either so that's probably that issue. I don't see their country listed so I'd probably cancel for buyer address issue and tell them to update their address and buy again.
Thanks for helping but we have already shipped once to the same buyer using Ebay International Standard Shipping so that isnt the issue. I wasnt asking about ESE (for USA) I was asking about Ebay International Standard Shipping being broken and I have also updated the screenshot
I would be highly disappointed personally if eBay were using AWS for anything; basically supporting the competition.. but maybe PayPal or whoever is in charge of ESE does since it doesn't seem like most of the other shipping options are impacted.

The AWS issues appear to be rippling everywhere, and the Amazon explanation of why and its repair appears less than accurate.
