Accepted an Offer, don't think Seller ever got it, Stuck in Pending awaiting payment | Report eBay Technical Issues

I accepted an offer on a promoted listing. It has been stuck in Pending awaiting payment for two weeks. Each time I log in it tells me I have a New Offer. When I click on Review Offer, there's no offer. It's stuck in Pending. I have no idea how to contact the buyer. Im sure I've lost out on a sale. Any ideas?
