1 item up for sale (Mainland us only) sold to someone not in mainland us and more
I sold a shirt that was to be sold only to mainland USA and was sold to someone outside of the country. I'd like to cancel this sale & return the persons money.
I also found out the same shirt is still up for sale (there are 5 more listings!) For this short. I'm having a very difficult time Navigating your site (on and off app) to cancel these potential sales.
The fact that I can't call anyone at Ebay for customer service has also been not helpful.
Thank you,
Sean M

This is not an "eBay Technical Issue."
I am assuming that your use of the phrases "someone not in mainland US" (in your title) and "someone outside of the country" (in your first sentence) means someone who lives in a country other than the United States of America.
If that is correct, you need to know that, as a US-based seller on eBay, you cannot decide not to sell to someone who lives outside of the United States of America. Where a buyer lives is not important to the issue of whether you can choose to sell to them or not.
What is important is that buyer's shipping address. You can only choose not to sell to buyers who have shipping addresses outside the United States of America.
Looking at your sold listing of a plaid flannel shirt, clicking on "see details" following your USPS Ground Advantage shipping quote, I see that your shipping location preference is "United States."
As "bonjourami" stated, eBay will allow you to cancel with the reason "problem with buyer's address" but only if the shipping address given to you is outside the United States of America.
There is nothing wrong or scamming or illegal or an "eBay Technical Issue" about a seller who lives outside the United States having a shipping address within the United States. My selling ID has mailed many sold items to addresses in Illinois, Florida, Delaware, and Oregon for buyers whom I know live in Canada, Russia, Japan, even Australia.
By the way, your post mentions "mainland USA." If you mean you choose not to mail your sold items to Alaska or Hawaii, that's another issue. There have been recent threads in the Shipping and/or Selling forums concerning shipping to those non-contiguous states; you may want to look at those forums for more information.

That listing didn't have any restrictions within the USA as far as I can see. So it was available anywhere in the USA, not mainland only.
Also you will still have to pay the reserve price fee if you cancel the transaction.
