Why Can I Rarely Use a Discover Card on UK/EU Seller Pages, and Does Linking to PayPal Allow This? | Payments

Okay so I see many items sold by people in the UK and EU and yet Discover is not allowed normally, even a linked Discover card via Google Pay does not allow the card to be used, would linking it to PayPal fix this, or is mostly not possible to buy items from the UK and EU using Discover, unless the seller does something special? American sellers always have the choice of using Discover, so this is starting to bother me. Google is not helping me find an answer, I have used a Discover card for US based items so I know it works. It just rarely comes up if the seller is UK or EU.
