After Payoneer lets you know you're sucessfully linked it takes 2-4 weeks for eBay to activate your selling account. They send an email when you're all set.

I thought transactions with Russia and Ukraine were paused.

It is not automatic once you sign up. Not sure how long it takes but seem to recall something like 14 days. You might be able to setup your Payoneer account from that link. We don't use Payoneer in the US so some guessing on what needs to be done.
