VAT payment twice on everything shipped to Norway
Hi, I have recently had to pay VAT twice on goods bought from sellers on eBay that ships to me in Norway. First VAT when I buy the goods (which is clearly stated as VAT for the Norwegian government), and then I am charged again when I receive the package including a processing fee from the customs office here in Norway.
From what I understand Norway is no longer part of the VOEC deal unless the VAT is reported and paid electronically directly and for some reason none of my purchases over eBay has that so I am charged again when the package arrives. It would be better to just remove the whole VAT payment from eBay then, but surely they should have been informed about this from the Norwegian customs office? I have been informed by the customs office that having a visible VOEC number on the package is no longer needed and neither has any effect (only whether it is marked as a gift or not).
So my question then is how can I get VAT back from eBay as the customs office say that I need to get it from back from the seller. Obviously the seller of the good is not actually receiving the VAT payment, but eBay is - so I wonder how I can reclaim that back from eBay.
Regards,
John

·1 year agoTotally agree with johnclauction. Ebay is useless with VOEC to Norway. I've got so many shipments now with double tax that I give ebay up now unless there is a better solution. Items that might look like a bargain is more like a fraud with double tax.
Seems like a whole lot of sellers on ebay don't know how to handle the electric submission of VOEC. They might write on package, but that doesn't help. Therefore - cancel the whole VOEC for ebay and let the norwegian customs, posten or other carrier do the handling itself.

·2 years agoThe VOEC info must be submitted electronically to the carrier, in addition to writing it on the package. This is the seller's responsibility.

OP2 years agoIt would be better if ebay totally removed this and instead just let customs in Norway process the package when it arrives as 90% of what I buy from private individuals now always ends up with double VAT, and having to ask a refund from ebay. If anything they should let seller choose if they want to have the prepaid VAT thingy if they are educated enough on how to report it (which 90% are not).

·2 years agoYes, I would like to know the answer to this. I sell to Norway from Ireland (roi) via ebay and ebay , as before collect the Norwegian VAT. I have to fill in an online Customs form CN23 provided by our post office in which I enter ebay's VOEC number in the appropriate place, I also then have to present the address label/customs format my local post office for scanning - so that is two digital records of the transaction. In the last few days I have had 2 customers in Norway saying that their authorities want the VAT again before releasing the packages. This is surely wrong - I wasted an hour plus today trying to talk to someone in ebay who could help but it was just an hour plus of frustration. I expect no better from An Post judging by previous 'communications' with them. Impossible to talk to someone who knows anything in those two organisations.
So yes, how do my customers resolve this one or am I expected to fork out for the VAT which has already been collected? I am not prepared to do that. Information on ebay and on Norwegian Customs website appears to be out of date!
