Visa Gift Cards and other prepaid Visa cards can be recognized by a merchants software. I suspect Visa has changed how they respond to various software queries.
I've been having problems not just with Vanilla Visa, but with Secure Spend Visas as well. I tried to pay for an auction last Thursday, but instead of "payment form rejected" I got "your payment didn't go through". Amazon's been having trouble too. Use a vanilla visa for 3 orders, 2 of them said payment declined, but 3rd order went through just fine. All on the same card, and yes, there is more than a sufficient amount on that card. Technical issue huh? Good to know, but it almost feels like a stealth way to get people to use credit card or link their bank to paypal to me, so they'll probably take their sweet time.
I have been having the same issue. I had a chat with eBay on Monday and was told it is a TECHNICAL issue and was told they were working to resolve it. As of this morning they are still trying to fix the problem. I was told they would not be sending a notice as to when the glitch is fixed, so the only was you'll know is to try and input your Visa Vanilla card number to your payment options and see if it goes through. Again, as of this morning when I try to do this, I get the "payment form rejection" red box at the top of my screen.
It could very well be a glitch. I haven't tried my Vanilla Visa anywhere else yet, but I couldn't use my Secure Spend prepaid Visa here or link it to paypal, but I could still buy stuff on Amazon, Target, and other online stores. I called the Secure Spend customer support and they told me that they flagged eBay, so payments to them are blocked. That is very odd considering I've used them here as recently as May with NO problems.
Another person stated that Visa told them that they can't be used online. Use them in a store and pay with a credit card here. You will have better buyer protection.
There was another post on 7/6/23 and someone responded that they too could not use it here nor link it to paypal but managed to buy something at Walmart. So it might be a new policy or perhaps another Ebay glitch?

I am thinking eBay glitch, a few different cards have apparently been failing and Paypal was not listed for a day or two - PP tech issue is now resolved, maybe other cards are okay now

Perhaps the trick might be to put the card on file with eBay and wait a day or two before buying anything.
