Trying to change my bank account number as a seller and the buttons(manage and delete) seem to be dead. I click on them and nothing happens.

Enter new banking info here https://ppcapp.ebay.com/myppc/wallet/list
and then delete the old info from the same place.
When you change you may experience a delay of 3 to 4 days for payouts but that the only negative.
