Taxes even an item was not sold
"eBay may automatically apply seller protections to a dispute without requiring the seller to respond or take action on the dispute. If we apply the protections automatically, we won't charge a dispute fee or seek reimbursement from the seller if the dispute is resolved with a full refund to the buyer."
In my case a buyer was fully refunded but still eBay is asking for paying taxes and wanna charge my bank account.

You are not being charged "taxes"
You are being charged FVFs because you allowed eBay to step in.
The DISPUTE seller protection is for Credit Card charge backs only.
You will need to pay the FVFs because you didnt handle the request yourself.
