What was the latest expected delivery date?
If that date has passed, and it's within 30 days go to your Purchase History and in more details will be a drop down list of actions. Select paid but haven't received it.
If the expected delivery date was more than 30 days ago file a not received claim on PayPal at paypal.com/disputes/
