I have tried different cards, calling the issuing bank, calling eBay etc. Sometimes the charge is attempted and approved by the issuing bank, then a refund is issued immediately after. Sometimes eBay never even attempts to charge the card. PayPal, Apple Pay, Google Pay, make zero different. I need to purchase high volume -- I am using the same billing and shipping address and my account is 10 years old. Does anyone have any advice?
