This is not the eBay customer service center. This is an open discussion board on the eBay community. Nobody here can resolve this for you, and if anyone contacts you directly about this, that would be a scam.
You should never post your name, or any personal information on a public board.
Your account is registered in the USA, so you need to attach a bank checking account to receive payments, but it doesn't matter if the account has a debit card attached or not. You have to provide the account number, not the debit card number, to receive payments.
