Payment on Hold Due to Buyer Holding Item at USPS

I have an item that USPS attempted to deliver to a buyer on August 5th. The eBay / USPS tracking confirms that the buyer requested it be held at the post office that day. Today is August 15th and after requesting 2 callbacks with eBay that were never received and messaging the buyer directly, I have yet to have my funds be released for selling this item and am out of ways to resolve this except for talking to Al chat in a continuous loop of nonsense.
Can eBay or anybody who's experienced this provide guidance or resolution?
