not able to add new payoneer to old deleted one

hello all,
iam having a frustrating problem concerning ebay and payoneer.been contacting both customer services and each side blaming the other is wrong and ofcourse no solution so far each part is throwing it on the other to solve it
long story short:
i changed my country from Lebanon to France. my main ebay address is Lebanon. to change it to france they asked me to go to payoneer.
with payoneer they refused to change the address advising i create a new one with an address in France. i did ,everything is approved and perfect
now on ebay i tried to add my new payoneer to the old deleted one on ebay. after serveral clicks i sign in an dget error message of mismatch countries
old payoneer i deleted registered on ebay shows Lebanon and the new one i created shows France
i contacted ebay. they answer that it will take 14 days for payoneer to send my new account info to ebay so they can update my address to france
been a month nothing happens
i contacted payoneer, they said to contact ebay to unlink/release my account on ebay from old deleted payoneer account. then i can add newer one
i contacted ebay.. they say to contact payoneer to mark my deleted account as inactive bcz on ebay it shows active
i contacted payoneer, they said it is already deleted so it is inactive.. thus it is ebay problem to release my account from old deleted payoneer
i contacted ebay, they said they can't unlick my ebay user name from a deleted payoneer and suggested as they got bored to create a new ebay account
honestly i wish to keep my account since i got high reviews which will help me in selling. new account with zero reviews is not appealing
i dont understand why ebay doesnt have the power to delete and unlink their users from payoneer deleted account? is it that hard?
i appreciate any help from anyone

eBay France uses a different way of sending payouts than Lebanon does. You can't use Payoneer to receive the payments when your eBay account is registered in France. You have to provide a bank account in France instead. The payouts will be sent directly to your checking account.
The account you used to post there is still registered in Lebanon, and that can't be changed. Once you have signed up for managed payments to receive payouts, you can't change the country in your registered address. The country where you are living determines where your tax liability is, where you owe income tax, and what laws and regulations you and eBay both have to follow.
That can't be changed, so unfortunately if you can't continue to use this account, you will need to open a new eBay account using your address in France.
I'm sorry, but you got bad advice from whoever told you that you could change your eBay registered address to France through Payoneer. That can't be done.

well on ebay there is a message that tell you to use payoneer to change address. payoneer then tells you due to laws they can't change address country too :)
i find it very strange that any website can't change any users' main address if this user wish so .. since i wont be living there anymore why am not allowed to change it

Payoneer's answer was correct, and it applies for eBay as well.
A buyer-only account can change the registration address, because buyers don't have any income tax obligations for their purchases. Any VAT or sales tax that are owed are collected automatically.
It is only selling accounts, that have already registered for managed payments (or started to) that can't change their registration address.
Other sellers have discovered this before, for many years (at least 5 years). So I don't expect it will be changed anytime soon.
Besides that, if you are now in France you can't use Payoneer any more, any way. You will have to provide a checking account from a traditional bank, in France. Most online bank-services won't work, from what other sellers in Europe have said.

with more techology to make life easier..it is more complicated with each country pffffffffffff

You'll need a new account registered in France.
