If you are talking about your unsold auctions, they will need to be relisted.
If you are talking about restrictions or a suspension, the message you received from Ebay advising you of it will have the procedures to be followed to be reinstated, if there are any.
It is unlikely anyone you can contact at Ebay Customer Service can do anything to turn on your listings.
