You need to speak with eBay Payments team to sort out where your Payout went or needs to go - no one here can do that, we are members like you.
Scroll to the bottom of this page >> Getting paid
Click "Contact us" - then in the Help box that comes up type "Agent", keep typing "Agent" to any bot question until you see "Do you need help getting paid" - click YES
then you should see the option to request a call back or call them
