International Shipping to Israel - Payment Dispute

It's Oct 1, 2025. I sold a ring for $400ish way back in Jun 2025 to an international buyer in Israel. I used eBay's International Shipping Program and promptly shipped this ring to eBay's international shipping hub in Glendale Heights, IL. Today, I received notice that the buyer opened a payment dispute because they haven't received the ring and eBay now has my funds on hold.

I called eBay this morning and it turns out that the item is still being held at the eBay shipping hub! While the agent assured me that I will be protected by eBay's Seller Protection Program, they are still going to HOLD my funds until there is an outcome of the dispute with the buyer's payment institution.

What gives? This is so unfair! If they already know that they will protect me in this case, why are they holding my funds? Ebay are the ones responsible for the item not getting to the buyer, not I. Granted, Israel is war-torn, but it seems they should be communicating regularly with the buyer about the whereabouts and shipping forecast for the item.

Has anyone else experienced this kind of problem with shipping to Israel (or to any other war-torn country for that matter)? I'd like to hear others' experiences in similar situations.

Ebay needs to do better.

If you provide tracking with delivery confirmation, you are covered as per the Seller Protection Guarantee.

$750+ needs a signature too. That's about it. Just respond to the case promptly, and with valid tracking.

The funds may be held for awhile, but they will be released once ebay looks at it and sees the tracking information. Feel free to call them up to confirm this.

With an eIS transaction eBay handles that not the seller.
When an eIS package is delivered to the international hub in Glendale heights the sellers responsibility ends and eBayâ€™s begins.

not sure on (chargeback's) but I have had this happen before, spoke with a csr and they looked into it said it would be cleared up in a couple days and it was. Apparently it was some error at the hub

Think about what eBay generally requires from the seller in the event of this sort of dispute: tracking showing delivery to the address (ZIP code) provided in the transaction details.

For an eIS sale, that address would be the Glendale Heights hub. Only eBay has access to the buyerâ€™s actual address.

Seems to me the seller would be protected no matter how the credit card issuer rules.

Buyer opened a credit card dispute...this is when eBay steps aside and it's between you and the credit card buyer's bank. I have been there a few times in the past.

Did you get a claim where you had to respond to the dispute?

As for the item in the hub of Glendale Heights...it will either still go to Israel or back to you.

I am kinda thinking it will go to buyer evidentially...meaning you might get lucky or not.

So, you might lose the item and the funds.

You are covered by EIS...but not by a dispute with a credit card of a buyer as far as I know...maybe I am wrong and someone will say you are. We will see.

As for Israel...I stopped shipping to the country due to the war there...just like Ukraine.

There will be disruptions in shipping coming and going...it's like Russian Roulette.

'funds on hold'...from this it's a credit card dispute and until the bank settles it your funds will be on hold.

So a buyer can open a dispute with their credit card for whatever reason(as an example:did not recognize charge as a dispute) and seller will win because of EIS? Just curious as to your response.

Did you politely point this out and ask for a manual release of the funds? I suspect that the hold is placed automatically and gets released automatically otherwise.

You ship with EIS (ebay international shipping) and ebay is responsible and handles cases that they've shipped from Glendale, IL.
