If seller dies and gets negs for not shipping does Ebay keep the money?
No such thing as payout holds at flea markets, antique shows or antique malls. When eBay used PayPal, there was no such thing as payment holds. An eBay seller could get a PayPal debit card and the money would instantly appear in his account. There was a limit to how much PayPal money could be withdrawn per day but no holds.

both ebay and paypal can and will and have held funds, there was never a time that they did not "have the option" which is completely dependent upon several factors.
money limits also depended (and still do) upon the account type/status and how much money was/is being shoveled around.
that all being said any money remaining in a ebay account after all is said and done would go to the estate or to the state.
ebay would not legally be allowed to "keep it"
the only correct part is if you passed away at a flea market, whatever cash was on your person would go to the next of kin or who ever was responsible for handling the affairs of said dead person when they are given the personal belongings. (there could some limits involved there if it was a large amount of cash)
money in bank accounts, etc is typically held for a "variable" period of time depending upon the state and could be held indefinitely and in any case is normally held until legal paperwork is provided
even if a seller vanished into thin air and there was no next of kin or anybody, the money would go to the state.
any kind of social security payments received after the day of death have to be returned to the government. this would also likely apply to other forms of monetary payments that would normally cease upon death.

They held payments for some sellers back then, just like they do now.

·11 months agoNo. If a seller doesn't ship an item for any reason, the buyer can file an item not received case, and eBay will return the money to the buyer.
As mentioned by @tobaccocardyahoo, PayPal could and did put holds on a seller's money if a case was filed by the buyer with PayPal. If the seller's PayPal account went into the red, PayPal would charge the sellers bank or credit card account to recover the money.
PayPal would often (or usually) disburse funds to sellers in advance, but if a payment bounced, or a buyer filed a PayPal dispute, then PayPal would take the money right back.

Are you suggesting there should be no payout holds to insure the buyer(s) get their money back when a seller passes away mid transaction?

·11 months agoPayPal has had holds for new users for years. You might not know that if you have not opened a new PayPal account.
If the seller does not ship, the buyers who file MBG claims get their money back, whether the seller is alive or not.
Holds exist on many internet marketplaces, often with differing rules.
