I am a seller. The funds were put on hold as the buyer decided to return the item.
I am asked to refund the money however I never received the funds as it was it on hold. How do I proceed. Does ebay hold the funds.

Since you are a newish seller, your funds are on hold for about 30 days.
So you need to refund from your financial source right now, and eBay will send you your "on hold" funds in a few weeks, to make you whole again.
