That is because a thief already copied down the numbers and replaced the scratch off strip. The card was placed back on the hook and they wait for it to be sold and activated. They then spend the card. The missing numbers are so you can't spend it before they do.
You have to go back to where you purchased it from and explain the scam . That is why you should never purchase gift cards. Just hope the place where you bought if from will help.
