The free shipping is domestic (USA)you are in Chili so you are paying for international shipping through eBay's international shipping program. You pay free shipping for the item to be shipping to the international hub in the US, then the international shipping is not free so you are charged for it through eBay's international shipping program not the seller.
It is. If you have someone there who will send it to you, you can ask the seller to cancel the order... then you re-purchase the patch, entering the USA address (at checkout) that you want to ship it to. Good luck.
