eBay treating 20 year customer 2600 100% as new seller and holding funds

Why are eBay holding funds on 20 plus years seller 2,600+ 100% feedback and now treating me as a new seller ? Loyalty and 100% feedback now mean nothing to eBay, complain and they reply saying it's resolved but still hold funds, another loyal customer lost to Facebook market place.

You could be a 20yr member or someone that took over your account (fraud) because if you naven't sold in past 90 days, that is how everyone is looked at until you 're-prove' yourself.
