Ebay supposedly gave me three "fee-free" express payouts... now it disappeared | Payments

Several days ago, I noticed on my payments page where I can see my available funds, there was a little message under the express payouts option that said I could use that option three times up until May 8 or 18(can't recall) and would not have to pay the $2 fee. I checked again a few days ago and now that offer has disappeared. Unless I mistook the month as being March, which I don't believe I did, that means that Ebay reneged on that offer. Did anybody else see that offer?
