Day 4 On Demand Instant Payments Glitch, Not Working

Day 4. On demand payments are still not working. My debit card is verified and accepted, but you cant select on demand payments, the box is grayed out and not working. See screenshot below. I have opened a support ticket, but still no answers. Thanks for all your help.

I'm currently having the same issue. Ebay took their fees immediately but I am unable to withdraw my funds. WTH is going on??? Why hasn't this been fixed???
